Marisa had determined that the ability cards were not dangerous. Their abilities are limited and there's a condition to using them too, so it's unlikely that they'd pose any threat to Gensokyo even if they continued distribution. Actually, considering that people just started to sell them on their own, the goal might have been to make it so that it can't be stopped in the first place. If that's the case, then there's no other choice then to join in the fun.
