Mugetu is seriously one of the best special walls in the game, and she has a support movepool that many pokemon and touhoumon would die for. The purpose of this set is to pass either Calm Mind or Wish to those who need it. Wish can be used preemptively to let Mugetu stay in longer, or it can be passed to slow but bulky Touhoumon who you think cannot survive two hits from the enemy. Calm Mind makes Mugetu ridiculously bulky, and passing it to touhoumon like Koishi, Utsuho, Suika or Yuugi suddenly makes them a lot more formidable than they already are.
Psychic is probably Mugetu's best option here. Firstly, Dark is not immune to Psychic in this game, while Normal(Double-Edge) and Ghost(Shadow Ball) have problems dealing with each other. Secondly, it hits fighters for super-effective damage, and is especially devastating to Meiling and Yuugi (but do not stay in against Yuugi!). Actually, Double-Edge isn't too bad, since most Ghosts can't do much to Mugetu (Yuyuko using Morning Sun or Mima with Black Wind wouldn't even 2HKO, what can other Ghosts like Merlin do?).
Want to know how bulky Mugetu is? Based on an online pokemon damage calculator, I used Mewtwo's special attack stat (154) with Modest and maxed IVs and EVs to launch a 120 base power unSTABed, neutral special attack at Mugetu's special defenses with max HP and IVs but no Sp.Def EVs at all, and it won't even 2HKO her. With Calm Mind supporting her, she can even stall against Patchouli with Wish.
You can drop Psychic for a support move such as Heal Bell or Spikes, but you probably don't want Mugetu to be left helpless on her own, especially ingame. You can also drop Wish for Bride Study. This will allow Mugetu to switch in against slower touhoumon after another touhoumon of yours faints, and heal immediately. Protect works very well with Wish but is otherwise quite pointless unless in 2V2.

Mugetu is an excellent Spiker, probably the bulkiest out of the five touhoumon who can. This has great utility ingame where those cheaters love to spam Full Restores. The little nick from the spikes may be all that you need to finish them off in one hit. Bride Study is suggested over Wish: Mugetu needs immediate healing since she doesn't get boosted defenses here.
The third move slot aims to give the best support Mugetu can without Baton Pass. Toxic is self-explanatory, mainly for use against bulky enemies, before you switch out to a hard-hitter. Reflect and Light Screen are the closest she can get to Calm Mind, and it allows touhoumon with "one-sided defenses" to switch in easier. Heal Bell is not recommended here: ingame, your enemies will rarely use status effects on you, and you can use Full Heals if you get "intoxicated". (If there was a competitive scene though, it would probably be the best move to use here) The last move is just to give Mugetu something to hit others with.
The best part about Mugetu? No breeding required, and you can change the moves around anytime you wish with the Move Relearner.
