民俗学や文化人類学において「ハレとケ」という場合、ハレ（晴れ）は儀礼や祭、年中行事などの「非日常」、ケ（褻）はふだんの生活である「日常」を表している。
Roughly:
"Hare and ke" is a traditional Japanese outlook noted by by Kunio Yanagita.
From a folkloristic and cultural anthropology standpoint, hare (from 晴れ, in the sense of "formal") refers to ceremony and festivity, such as "out of the ordinary" events like annual feasts; ke (from 褻, "ordinary") refers to the ordinariness of day-to-day life.
So no, "Today will be sunny, but yesterday was not" is not the most appropriate translation.
Established name of Touhou's music in English?
Touhou series are originally only for Japanese people and the texts are written in Japanese, and there will be never Team Shanghai Alice's official translation of the games. There are no English "established" names or translation. Even if particular translation of an original music is known well, we have to revise mistranslation. Well, it's that people have been using these names for a long time, and changing them up like that is a little odd, even if it's closer to the original. It's kind of like people who insist on making yukkuri jokes "do it slowly" even though for a long time people have known it as "take it easy." Not to mention that the English patch is nearing completion...
